The Law on “Sovereign Runet” Came Into Force in the Russian Federation Yesterday
The ambiguous law, which caused a lot of emotions among Internet users, entered into force in Russia, yesterday, November 1, 2019. It`s one of the most controversial and, to put it mildly, strange, of all ever laws accepted in the Russian Federation. The law on "sovereign Runet" represents the state`s attempt to have total control over information. It includes inter alia such points:
  • Minimize data leakage.
  • Innovations in the distribution of traffic. These distributions will be carried out by special structures - points.
  • Planning and creating the so-called separate, limited, fully autonomous Russian network, with no access from abroad.
  • Modifications are planned regarding the domain zone and cryptographic protection in the Russian Federation by 2021.
The law was developed and prepared by senators Andrei Klishas and Lyudmila Bokova, as well as State Duma deputy Andrei Lugovoi. The international organization "Reporters Without Borders", as well as volunteers preparing and carrying protests against the law on "sovereign Runet" in the spring of this year, believe that the law will be aimed at full state control and the ability to not only limit but also disable the entire information flow.
